Housing and Community Development


The Housing and Community Development Division under the City Manager's Office  is home to the Vallejo Housing Authority (VHA), which administers the federally-funded Housing Choice Voucher (formerly know as Section 8) Program and its subprograms - Veterans Affairs Supportive Housing, Family Self-Sufficiency,  Homeownership Voucher, and Project-Based Voucher Programs.

The Housing and Community Development Division also coordinates the application and implementation of grants provided by the U.S. Department of Housing and Urban Development (HUD), namely the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program, and the Neighborhood Stabilization Program (NSP). 

The Division coordinates City services for the homeless and a representative serves on the boards of the Community Action Partnership Solano Joint Powers Authority and Housing First Solano to bring more homeless services to Vallejo. The Division also  provides staff support to the Housing and Community Development Commission


  • September 19, 2019 - VALLEJO HOMELESS NAVIGATION SHELTER    In May, Vallejo City Council approved the use of Fiscal Year (FY) 2019-20 Community Development Block Grant (CDBG) Program funding in the amount of $658,842 for the acquisition and construction of a public facility for a navigation center to address the needs of the homeless population. Last month, City staff identified a potential location for the proposed center. In the coming month, City staff will provide a recommendation to the Vallejo City Council for consideration of the property. For more information, please click here to view the press release.
  • The City of Vallejo has prepared the draft Consolidated Annual Performance and Evaluation Report (CAPER) for the fourth year of its FY 2015-16 through FY 2019-20 Consolidated Plan. The Consolidated Plan is a five-year planning document required by the U. S. Department of Housing and Urban Development (HUD) that is intended to address the City’s housing and community development needs.  The FY 2018-19 Draft CAPER (click here) describes the City’s performance in achieving the objectives in the Consolidated Plan for the period beginning July 1, 2018 and ending June 30, 2019.  The Housing and Community Development Commission is scheduled to hold a public hearing to receive comments on the draft CAPER at a regular meeting on September 5, 2019 after 7:00 p. m. in the Vallejo Council Chambers at 555 Santa Clara Street, Vallejo.  Anyone interested in commenting on this report is invited to attend this hearing.  Written comments on the draft CAPER may also be submitted until 4:00 p. m. on September 20, 2019 to:  Chari Barrera, Administrative Analyst II, City of Vallejo, 200 Georgia Street, Vallejo, CA  94590, Tel: (707) 553-7204, Fax: (707) 648-5249, or via e-mail: chari.barrera@cityofvallejo.net.  The City Council is scheduled to review and approve this document on September 24, 2019.  HUD requires that the CAPER be submitted by September 30, 2019.   • The Housing and Community Development Division (HCDD) is currently reviewing its implementation processes for the Mortgage Assistance, (commonly referred to as "Down Payment Assistance"), and the Owner-Occupied Housing Rehabilitation Programs, including the Paint Program. Upon completion of this program review in Fall 2019, HCDD will post updated program information to the City's website in Fall 2019. Those who have already submitted application forms will be notified about any required adjustments to their applications. Interested applicants will be able to start applying to these programs in December 2019.
