In June 2017, the City Council authorized a Request for Qualifications for the revitalization of the City-owned Blue Rock Springs Golf Course(s) - 225 acres of City-owned public land that houses two 18-hole municipal golf courses and a community clubhouse. 

Since 2011, the golf course(s) have required a total public subsidy of more than $4 million to sustain operations and cover debt service.

A Request for Qualifications was released in August 2017 with three specific City goals:

  1. Renovate and restore a municipal golf course to operate - while priced as a public course - without the need for public subsidies
  2. Fund the Development of a new or renovated multi-use clubhouse and facilities that serves both golfers and the community
  3. Preserve or improve the existing aesthetics, quality, property values, environment and views of the surrounding neighborhoods.
In December 2017, City Council authorized a new  management agreement with Touchstone Golf, LLC. for the day-to-day operations of the course(s). However, substantial capital investment is needed to sustain golf operations.

In June 2018, City Council authorized an Exclusive Negotiating Agreement with the Greg Norman Company  for a proposed golf and residential development project. 

Preliminary conceptual maps were released at a community meeting on February 5, 2019.
